Amaravati : The AP Cabinet meeting is continuing under the chairmanship of Chief Minister Chandrababu Naidu. On this occasion, officials presented comprehensive information on the issue of BC reservations to the cabinet. The authorities stated that the Supreme Court has given clear guidelines on BC reservations in local body elections. The Supreme Court has made it clear that reservations should be finalized only on the basis of contemporary data, current local conditions and population. The Supreme Court has made it mandatory to make the ‘triple test’ mandatory for providing reservations to backward classes in rural and urban local bodies, as has been directed in several cases.

If the triple test is not completed, after providing reservation to SCs and STs according to their population ratio, all the remaining seats will have to be declared as general category. In this order, the AP government has constituted a special commission. The government has constituted an independent special commission under the chairmanship of retired IAS officer Rajiv Ranjan Mishra. The commission’s activities began from March 23 this year. The commission toured extensively in many districts of the state and collected requests and opinions from various BC caste communities. After conducting an extensive and comprehensive study at various levels for about 7 months, the Rajiv Ranjan Mishra Commission submitted its report to the government on August 14, 2026.

As per the orders of the Supreme Court, the commission took contemporary information as the basis. These details were presented to the public through Swarna Gram and Swarna Wards… and provided an opportunity to examine and correct any errors or omissions. Based on the reports received after final verification from the PR&RD and MA&UD departments, the special commission has stated the total population of the state as 5,27,46,589. Out of this, the BC population is 2,65,94,418, which means that BCs constitute 50.42 percent of the total population. The commission clarified that BCs constitute 48.84 percent of the rural population and BCs constitute 54.36 percent of the urban population. Based on these details, the AP Cabinet will take a decision on BC reservation in local body elections.
